Position : Tobacco Tax SpecialistThe specialist will work with government agencies and stakeholders to develop effective tax policies aimed at improving the health outcomes of populations by reducing the demand for tobacco.
Tasks :
- Coordination of research and analysis on tobacco tax policies and regulations in various countries and produce resources to support and guide the developing and implementation of effective tobacco tax policies and strategies by the countries.
- Provision of technical support and advice to government agencies and stakeholders on tobacco tax matters including participation in capacity building and technical assistance delivery to African countries through the upskilling of officials, review and recommendations on revision of tobacco tax policy and administration policies and procedures by evaluating policy against good practice and operational efficiency.
- Development of the annual tobacco tax policy and administration programme based on the needs analysis & environmental review.
- Collating all project and initiative information into the programme, setting deadlines, optimising cross programme dependencies, and maintaining the tobacco tax policy and administration programme progress report.
- Liaising with Member Services to agree on prioritisation of the technical assistance delivery of ATAF support to members.
- Provide the requisite expertise to deliver tobacco tax programmes by participating in meetings, defining prioritisation and expertise frameworks, implementing and submitting list by deadlines.
- Drafting of reports, technical notes and guidelines on tobacco tax policy and administration.
- Representing the organization in meetings and negotiations with relevant stakeholders on tobacco tax issues.
- Maintaining ATAF quality standards in service provision to African countries by gathering information, applying and evaluating against standards, monitoring compliance and delivery against standards and addressing issues at all times.
- Preparing regular reports on the progress of the tobacco tax initiatives and other related activities.
Required profile for job ad : Tobacco Tax Specialist REQUIREMENTS
- Advanced degree in economics, taxation, public health, or a related field
- At least 5 years of experience in tobacco tax policy development and implementation
- In-depth knowledge of the tobacco industry and its trends and dynamics
- Strong analytical and research skills
- Excellent communication and interpersonal skills
- Ability to work effectively in a fast-paced and dynamic environment.
The assignment is expected to start on 1 July 2023 and end on 30 June 2025.
