Position : Technical Advisor - SGBV and Harmful Practices

Reporting to the Programme Manager, this is a Fixed Term Contract of 2 years (with the possibility of extension) and is based in Freetown with frequent travel to programme locations.

Key Duties and Responsibilities

Technical Support & Capacity Building

  • Provide high quality technical advice/support/ and capacity building, accompaniment, and mentoring to selected local civil society organisations on principles and approaches for SGBV programming (including prevention of harmful practices) based upon international good practice and standards.
  • Ensure programmes/projects focused on prevention of and response to SGBV and harmful practices are safe, dignified, and meaningful.
  • Ensure that all SGBV and harmful practices programmes/projects adhere to Trócaire’s SGBV and Protection framework, as well as international good practice (e.g. Inter-Agency Standing Committee Guidelines on GBV Prevention, Mitigation and Response in Humanitarian Settings).
  • Undertake audits of gender-transformative programming.
  • Ensure that care for SGBV survivors is survivor-centred, prioritizing the rights, needs and wishes of the survivor.
  • Ensure that survivor-centred projects/programmes adhere to the following elements: safety, confidentiality, respect, non-discrimination and perpetrator accountability.
  • Support with the delivery of thematic programmatic research and ensuring the recommendations of research projects are incorporated into CSO projects.
  • Represent Trócaire in spaces that reflect on SGBV and harmful practices.
  • Maintain comprehensive and up-to-date analysis of SGBV and harmful practices issues in Sierra Leone and regionally.
  • Support with programme report writing, ensuring that technical areas are effectively captured in a timely manner.

Programme Quality

  • Support the selection process of CSO projects that prevent and/or respond to SGBV and/or harmful practices.
  • Provide critical analysis of CSO project proposals and support them to refine the design of their projects in line with international good practice and thematic research, models and methodologies.
  • Conduct technical capacity assessments of CSOs to identify areas of potential growth as well as improvement.
  • Proactively monitor CSO projects and offer timely feedback to support adaptation of approaches, methodologies, and activities.
  • Conduct risk assessments of all CSO projects and report on changes to risk level; take necessary action to respond to and report risks or challenges as they emerge.
  • Provide CSOs with critical analysis of interventions, including detailed reports following periods of monitoring and accompaniment.
  • Ensure that CSOs are conducting gender analysis for all projects and integrate findings into programme/project design and MEAL.
  • Actively research areas related to SGBV and harmful practices for incorporation into CSO pilot projects.
  • Input into programme M&E through implementation of results frameworks and logic models, risk matrix, monitoring plan and evaluation processes.
  • Document programme learning and case studies, and participate in and lead in the delivery of successful multi-stakeholder learning events.
  • Support CSOs to make adaptations to their projects based on learning.

Partnership and Coordination

  • Support accountable and strategic relationships with partners and enhancing partner capacity at an institutional and programmatic level.
  • Deliver quality training, mentoring, and accompaniment to selected local CSOs.
  • Provide periods of extended accompaniment to local CSOs, which includes working from their offices (in Freetown and up-country) and accompanying them in the delivery of key activities.
  • Facilitate partner CSO exchange visits and learning events at national and international level.
  • Work closely with the Programme Manager, Grant Manager, MEAL Advisor, Organisational Development Specialist, Programme Accountant, and other Trócaire staff to support local CSOs on their capacity building journeys.
  • Review, provide critical feedback, and support the revision of all manuals, guidelines, training materials, and other outputs produced by CSOs.


  • Undertake other agreed tasks related to the project and Trócaire’s overall work in Sierra Leone as agreed with the Programme Manager and/or Country Director.
Required profile for job ad : Technical Advisor - SGBV and Harmful Practices
  • Bachelor’s degree in: Gender Studies, Social Science, Development Studies, or a related area.
  • Post-graduate qualification in a relevant area (Gender) is desirable, or significant experience beyond that outlined below.


  • Minimum five years of working in an international organisation in Sierra Leone or abroad.
  • Significant experience developing and implementing projects on SGBV prevention and response, social behaviour change approaches, and preventing harmful practices.
  • Experience in capacity-building on SGBV and harmful practices prevention and response.
  • Experience in programme/project cycle management.
  • Experience in gender analysis/gender mainstreaming.
  • Experience of working in a partnership arrangement with civil society organisations and with the use of participatory approaches to development.
  • Experience with adaptive programming is desirable.


  • In-depth knowledge of socio-cultural and political context of SGBV and harmful practices in Sierra Leone.
  • Excellent writing skills (proposals, reports, strategies).
  • Gender analysis/mainstreaming skills.
  • Proven results-based management skills.
  • Excellent interpersonal, communication and facilitation skills.
  • Communication technologies/media skills.
  • Excellent planning, prioritisation and problem-solving skills.
  • Data analysis skills.
  • Competent in Microsoft packages (Word, Excel and PowerPoint) and with internet/email.
  • Spoken fluency and written proficiency in English.
