Position : Organisational Development Officer

We are recruiting Organisational Development Officers.

Key Duties & Responsibilities

Capacity Building and Organisational Development (50%)

  • Lead in ensuring quality and timely implementation of Trócaire’s outcome and activities in three EU-funded projects, to strengthen the managerial, organisational, technical and financial capacities of local CSOs to effectively undertake their work;
  • Deliver quality training and mentoring to selected local partners in areas including human resource systems strengthening, management and leadership, and the strengthening and implementation of other organisational policies and systems.
  • Conduct organisational capacity assessments and re-assessments of local partners and support the implementation of their capacity building plans;
  • Conduct visits to partner offices and project sites to provide mentoring and support on organisational development and ensuring efficient use of resources;
  • Development of TORs for key outputs under Trócaire’s outcomes as well as planning of trainings, management of consultants and engagement of Trócaire’s technical advisors to ensure quality and timely delivery of outputs;
  • Review, provide critical feedback, and support the revision of all manuals, guidelines, training materials, and other outputs produced as a result of the project.
  • Working with the Trócaire Business Development and Compliance Manager and Programme Manager, support lead partners in each EU grant in establishing and implementing systems and processes for oversight and assurance of quality and timely implementation of EU projects by consortium partners, in line with EU requirements and regulations
  • Working with the Trócaire Business Development and Compliance Manager support lead partners in each EU grant in the preparation of timely and quality consolidated donor reports.
  • Facilitate partner CSO exchange visits and learning events at national and international level.

Project Coordination and Management (50%)

  • Oversee the timely and effective delivery of the three Trócaire EU project work plans and ensure all agreed upon activities are carried out to good effect;
  • Act as focal person for the three EU projects with project partners; and ensure effective referral and support on technical issues by relevant Trócaire staff, including Technical Advisors and Programme Accountant
  • Work closely with Trócaire’s Technical Advisors to ensure that programming approaches are in line with best practices, are well defined, documented and consistently applied;
  • Development of timely and quality reports to the Lead partner in each grant;
  • Jointly with the Programme Accountant review the Project Budget versus Actual reports to avoid under/over spending and ensure accurate budget forecasting and expense planning;
  • In coordination with finance staff and the Business Development and Compliance Manager, ensure compliance of projects with EU rules and requirements.
  • Work closely with Trócaire’s MEAL Adviser to develop a practical M&E plan for the projects, ensure its application in a consistent way and ensure that learning from M&E informs the project;
  • Maintain oversight of timely and reliable data collection for project indicators, in collaboration with Trócaire’s MEAL Adviser​​​​​​​
  • Attend monthly Project Implementation or Coordination Committee meetings with lead and implementing partners;​​​​​​​
  • Liaise with and provide updates on progress to the Project Steering Committee​​​​​​​
  • Maintain updated project files on Salesforce and hard copy;

Other:

  • Undertake other agreed tasks related to the project and Trócaire’s overall work in Sierra Leone as agreed with the Programme Manager and/or Country Director.
Required profile for job ad : Organisational Development Officer

Qualification

  • Third level qualification in business, human resources, social sciences, development studies or related field of study

Experience

  • Minimum of 3-5 years’ experience working in overseas development
  • Experience of capacity building of local civil society organisations
  • Experience of report writing for the European Union is desirable
  • Experience of managing grants financed by the European Union is desirable
  • Project cycle management using results frameworks and/ or logical frameworks.
  • Experience of organisational development, including human resource and other systems strengthening
  • Experience working with civil society partners and good understanding of partnership approach.
  • Training/capacity building in a multi-cultural environment

Skills

  • Proven strategic thinking and planning skills, including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress.
  • Ability to work in a complex organisation & consortium structure.
  • Demonstrated ability to lead & work in a team.
  • Excellent and proven organisational skills.
  • Highly developed relationship, negotiation and interpersonal skills.
  • Excellent facilitation & capacity building skills and experience of applying them when working with individual organisations or groups of organisations.
  • Excellent written, oral and presentational communications skills.
  • Computer literacy skills in word, excel and internet/email.
